Rewarding physicians

Skilled physicians save time and money, but may not produce better patient outcomes than less able doctors who substitute time and tests for rapid judgments. But would detailed plans from the Left provide the higher pay that serves as an incentive for highly skilled doctors to specialize in a particular area and hone that skill?

Russ Roberts and Arnold Kling suggest that more specialization in hospitals might make for even better outcomes.
